STi for WRX price, that's the main feature of that story...can only assume the WRX is substantially less than that.

Why is it debatable if the 99-00 ECU can be re-tuned ?

It can...have I missed something.

Sure no open source tuning...but it can be tuned/flashed.

The interface is ODB-II but the protocol is proprietry Subaru.
SSM (Subaru Select Monitor). There are various tools out there for the PC that will do the trick.
ECUexplorer, RomRaider logger, FreeSSM...plus a few others.

Target boost for a stock MY99-00 WRX is ~13.65psi
Sounds like you are only getting wastegate pressure and the restrictor pill is missing from the small hose from the turbo to wastegate.
As tigerking said, the only form of flash tuning available for this model is EcuTek.

Anyone running an SMT6 on an MY99-00

Playing around a bit with my SMT6 and would just like to find out from someone what they have set in the 'Global Settings' menu's.

If you have an SMT6 but do not have a tuning cable and do not mind if I have a look...please let me know (I have a tuning cable).
