2002 STI EJ207 Engine Options

Hi all,
My partner and i recently purchased a 2002 STI, We brought the car as a "project" with close to 270,000 kms on the clock and the local Subaru dealer found low/no compression with Cylinder 2 before we brought it so my question i toying up with the following options

1 - Ordering a stock EJ207 short block on Ebay and doing a swap and cleaning and rebuilding the head and anything else i need to do while the engine is out of the car

2 - Rebuilding / machine the current engine (block, crack, rods, pistons etc)

i guess being a STI block with forged internals i'm pretty safe with making some decent power on the stock block, i have seen a stock block making 270+ Kw with the correct turbo and E85 etc

your thoughts ?
