That would then only build boost to the wastegate spring pressure.
Could be around that 10 psi mark depending on gauge and size of exhaust spike etc.

I've now connected it up as tu suggested, I've got a hose between the compressor and wastegate actuator with a tee in the middle going to the boost solenoid, I've also installed the restrictor in the hose closest to the compressor and a hose from the boost solenoid to the inlet pipe.

This is what happened to my car, and I was running 7psi, not until TONY from urd helped me diagnose the problem!! It was hard to find as the bottom the bov is tucked away hard to see.
